Online casinos are illegal in Pakistan under the Prevention of Gambling Act, 1977, which prohibits all forms of gambling across the country. This federal legislation makes it a criminal offense to operate or participate in any gambling activities, including online betting and casino games (1). Islamic principles also reinforce this legal ban, as gambling is considered forbidden under Sharia law, which forms the foundation of Pakistan's legal framework.
Those caught operating gambling establishments face imprisonment up to one year or fines up to 1,000 rupees, while individuals found participating in common gaming houses may face fines up to 5,000 rupees and imprisonment up to one year (2). The legislation grants law enforcement agencies authority to enter and search any premises suspected of facilitating gambling activities. Although the 1977 Act predates the internet, authorities interpret the prohibition to include online gambling platforms.
"In this Ordinance, unless there is anything repugnant in the subject or context gaming includes wagering or betting, including wager or bet made in respect of any horse, mare or gelding running in competition with any other horse, mare or gelding."
Despite strict enforcement measures, many Pakistani citizens access offshore gambling websites using virtual private networks to bypass government-imposed restrictions. The government has taken steps to combat illegal gambling by directing the Pakistan Telecommunication Authority to block numerous gambling and casino platforms nationwide (1). Online gambling exists in a legal gray area since specific regulations addressing internet-based betting were never established when the original legislation was enacted.
