Online casinos are illegal in Mongolia following comprehensive amendments passed by Parliament on May 30, 2025, which criminalized all forms of online gambling, bookmaking, and paid lotteries. The Criminal Code establishes legal grounds for prosecuting individuals organizing online gambling and intermediaries providing bank accounts, telephone numbers, or digital currency to facilitate such transactions (1). The government blocks all casino websites and has restricted access to over 6,000 domain addresses conducting online gambling operations (2).
The sweeping gambling ban emerged after financial investigations revealed approximately €540 million had been transferred from Mongolia to foreign countries through online gambling between 2023 and 2024. Chief Cabinet Secretary Uchral Nyam-Osor stated that previous fines imposed by the Anti-Monopoly Agency were insufficient, necessitating amendments to completely prohibit such activities (1). Economic crimes primarily affecting citizens aged 18 to 39 caused €133 million in damage during 2023, prompting the government to take decisive action (1).

Penalties for organizing paid gambling include fines ranging from 2,700 to 14,000 basic units, mandatory community service from 240 to 720 hours, travel restrictions for six months to one year, or imprisonment for six months to three years. Repeat offenders using payment systems or digital identifiers face doubled financial penalties plus potential one-year imprisonment (1). The legislation also prohibits advertising gambling activities, with violators subject to administrative penalties under the Law on Administrative Violations (2).
