Online casinos are completely illegal in Indonesia under national legislation that strictly prohibits all forms of gambling, including casino games, sports betting, slots, poker, and bingo. The prohibition stems from both religious doctrine, as Indonesia is the world's largest Muslim-majority country, and national law which considers gambling harmful to society (1). Violations are punishable by up to 10 years in prison, reflecting the stringent prohibition norms throughout the country.
The Indonesian government is finalizing a comprehensive Government Regulation on Online Gambling Eradication that will assign clear responsibilities to digital stakeholders including internet service providers, fintech firms, and online platforms. According to Teguh Arifiyadi, director for certification and electronic transaction supervision at the Ministry of Communication and Digital Affairs, the regulation will impose obligations on any parties involved directly or indirectly in enabling gambling activity (1). The ministry has blocked over 800,000 gambling-related URLs as of 2024 and continues scanning for new domains.
"The sanction will be even heavier, and all will be regulated in the government regulation. We can see from the data that there are tens of thousands of children and teenagers engaged in online gambling."
The upcoming regulation introduces child protection provisions addressing the alarming trend of youth exposure to online gambling, as most gambling sites lack age-verification systems (2). Minister of Communication and Digital Affairs Meutya Hafid confirmed the regulation will be more stringent and far-reaching, requiring internet service providers to implement risk mitigation protocols and ongoing monitoring. President Prabowo Subianto emphasized that enforcement must extend beyond access restrictions to actively tracking payment gateways and money flows tied to online gambling (1).
